Two books are available free to educators as downloads from the web site of Dr. Thomas F. Kelly.

Dr. Kelly has 16 years experience as Regional Manager of the New York State Effective Schools Consortium.

"Systemic Assessment for Quality Schools" is a school improvement planning manual. It contains planning forms, worksheets, needs assessment surveys and other school improvement planning materials. The book combines the psychology of William Glasser, the systems thinking of W. Edwards Deming and the experience of Dr. Kelly. School reform, on a national scale for almost 20 years, will continue to have minimal success until we recognize that the chronic problems plaguing the system are structural. Many examples of such problems are given as well as effective solutions.

The second book is "Character Education: Natural Law, Human Happiness and Success." The single greatest concern in most schools is student discipline, which is seen by most educators to be in serious decline. Present efforts to improve discipline are not effective. This book offers an innovative approach to discipline based on Natural Law. It combines the psychology of William Glasser with traditional morality as the only means to happiness and success. The present national effort for higher standards is overlooking the higher standards we need most, which are moral standards.

These books may be downloaded in Microsoft Word, Adobe or zip files. Educators may make as many copies of parts or all of these books for nonprofit use in schools.
